Background

The intern will be supporting the project “Strengthening of Ukrainian communities hosting IDPs”, one of three components of the “Initiatives of the Infrastructure Programme for Ukraine” implemented by the Deutsche GesellschaftfürInternationaleZusammenarbeit (GIZ) GmbH.

The conflict in the eastern part of Ukraine has forced around 2.5 million people to flee the conflict territories. Kharkiv, Dnipropetrovsk and Zaporizhzhia regions (oblasts) became the most popular destination and transit places. The large number of IDPs and their unregulated influx create major problems for host communities. Municipal and civil society institutions are unable to meet the increased demand for basic social and administrative services.

Commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ), the project “Strengthening of Ukrainian communities hosting IDPs” provides transitional development assistance to host communities, and by strengthening them helps to stabilize and improve the situation of the population in these regions in a manner that is both conflict-sensitive and sustainable. The project aims to assist state and non-governmental institutions in their efforts to meet the increased demand for basic services. It fosters network building and the institutionalization of transparent local and regional structures. In this way, it contributes to greater accessibility and efficiency of administrative, social, healthcare and legal services as well as successful integration of IDPs into local communities.

In its activities, the project focuses on the four key areas of capacity development measures:
• Strategic planning (e.g. community development, investment planning, IDP management policy)
• Raising qualification in provision of demand oriented services (housing, healthcare, administrative, social protection and legal sectors as well as self-employment and integration spheres)
• Effective social infrastructure management (Healthcare institutions, Centres for Administrative Services, Social Protection Units, Municipal Enterprises, Legal Aid Centres, NGOs).
• Participative planning (participation of community residents and IDPs in decision-making processes, informational campaigns, communication policy development)

The project combines quick impact activities with the planning and implementation of mid- as well as long-term measures in the above-mentioned components
Duties and Responsibilities
Under the overall guidance of the project management, the Intern contributes to the project implementation based on a work plan, which will be agreed at the beginning of the assignment.
Tasks may include:
• Support in project monitoring activities
• Support in compiling, verifying, collating of data and information
• Support in follow-ups of issues and liaison with relevant actors, including regional offices
• Support in the preparation of workshops, trainings and other events.
• Performance of other duties as requested

Competencies
• Keen interest in the field of international cooperation for sustainable development in Ukraine with particular focus on municipal support
• Capacity to collect, process and analyze complex data and information
• Ability to effectively communicate with local partners, CSOs, and beneficiaries
• Ability to prioritize tasks independently with possible time constraints and work load

Required Skills and Education
• Enrolled student in the final academic year (minimum Bachelor's level or equivalent) in Public Administration, International Relations, Social Science, or related field; or
• Graduate student within one-year of graduation of any of the above
• Complete fluency in Microsoft Office (MS Word, Excel, Outlook etc.) is required

Language Requirements:
• High proficiency in written and spoken English, Ukrainian and Russian is required;
• German language skills are an asset.
