Public Administration and National Economy

The scientific school "Public Administration and National Economy" is a team of scientists who develop and disseminate scientific knowledge in the field of public administration and train qualified specialists for the system of public authorities at the national and local levels.

The scientific concept of the school is based on a fundamental hypothesis about the possibility of the effective functioning of the state and its national economy only if a relevant system of public administration is created with appropriate mechanisms, algorithms, rules and institutions of public power.

The formation of the paradigm of the scientific school took place in the early 2000s, when, under the guidance of Doctor of Economics, Professor Anatoly SAVCHENKO, the methodological principles of macroeconomic policy in the socially oriented market economy of Ukraine based on the open foreign policy, were substantiated. Applied results of the school research are included in many scientific publications, textbooks and manuals, in particular on macroeconomics, macroeconomic policy, and macroeconomic analysis. They have also been implemented in professional competencies of bachelors specialising in the management of public institutions and masters of public economy administration for almost 20 years.

After the global financial and economic crisis of 2008, which revealed the ineffectiveness of the public policy instruments and the weakness of the state institutions in solving crisis problems in Ukraine, the scientific school launched a cycle of international scientific events (conferences, round tables, seminars) devoted to the problems of modernization of anti-crisis management of the national economy. This line of work was lead by Doctor of Economics, Professor Ivan MALY, who became the author of the concept, aimed at justifying the approaches to anti-crisis management of the national economy in a situation of macroeconomic instability and threats to the state.

After a new educational subject area, "Public Management and Administration", was introduced in Ukraine and at the University in 2017, the representatives of the scientific school concentrated their efforts on the research of the following areas: analysis and modelling of the government macroeconomic policy, management and administration in the public sector of the national economy, tools of public administration under macroeconomic uncertainty, mechanisms of anti-crisis public administration. Results of the research are used in educational programs at all levels - bachelor's, master's, and PhD.

Doctor of Science in Public Administration, Professor Oleksandr KARPENKO, headed the scientific school in 2021. He aimed scientific research at substantiation of the priorities of digital transformation in the public sector and prospects for the implementation of modern digital mechanisms of public management and administration. This line of work of the scientific school has practical implementation in the framework of the new educational program "Digital Governance".

Since 2022, in the context of martial law, the school has focused its research on challenges of countering threats of military aggression and their impact on the functioning of public institutions. Therefore, the key areas of research are mechanisms of public policy-making aimed at protection of the national interests of Ukraine, and creation of an effective system of public strategic communications. These priorities are reflected in the new educational master's program "Public Policy and Strategic Communications Management", which was launched in 2024. It provides graduates with the skills necessary to counter military aggression against Ukraine in a coordinated and appropriate way, to use the communicative capabilities of public authorities to advance the goals of the state at all stages of policy-making in Ukraine.

SCIENTIFIC SCHOOL RESEARCH WORKS 

• Formation and implementation of the state policy of reengineering the national economy (since 2023);

• Anti-crisis management of the public sector under macroeconomic instability and threats to the statehood of Ukraine (2017-2019);

• Modernization of anti-crisis management of the national economy (2016-2022);

• Anti-crisis management of the national economy (2011-2015).

 

The main results of the school scientific research are presented in 8 scientific monographs that have been published since 2010. 

Dissemination of scientific ideas of the school is carried out through cooperation with other educational, research and management institutions in the framework of scientific events.
