Brief description of professional biography:

Has higher historical, legal and economic education. In 1994, he graduated from the Ukrainian State Pedagogical University named after M.P. Dragomanov (specializing in "History and Law"). In 2000, he completed his Master's degree at the Kyiv National Economic University (specializing in "International Economics").

In 1996, at the V.M. Koretsky Institute of State and Law of the National Academy of Sciences of Ukraine, he defended his dissertation for the degree of Candidate of Law and received the degree of Candidate of Law (dissertation topic: "Public Administration of Foreign Investments in Ukraine (Organizational and Legal Issues)»).

In 1999, he received the academic title of associate professor.

In 2012, at the V.M. Koretsky Institute of State and Law of the National Academy of Sciences of Ukraine, he defended his dissertation for the academic degree of Doctor of Law and received the academic degree of Doctor of Law (dissertation topic: "Administrative and legal foundations of foreign economic activity in Ukraine").

In 2013, he received the academic title of professor.

From 1994 to 2007, he worked as an assistant, senior lecturer, associate professor, deputy head of the department of legal regulation of the economy, deputy dean of the law faculty of the university. From 2007 to 2022, he held the position of head of the department of civil and labor law. Until August 2024, he held the position of head of the department of private law.

In addition to scientific and teaching work, he was engaged in legal practice, was in the civil service. From 2001 to 2004, he held the position of Deputy Chairman of the State Committee for Communications and Informatization of Ukraine. He holds the fourth rank of civil servant. He was a member of the Ukrainian delegation at the negotiations on Ukraine's accession to the World Trade Organization, a member of the governmental part of the Joint Parliamentary-Government Commission on the Integration of Ukraine into the World Trade Organization, and participated in the work of interdepartmental working bodies. He has a number of industry awards.

Author of over 100 scientific, popular science, analytical and educational-methodical publications in the field of constitutional law, administrative law, civil, commercial, investment law, foreign economic activity law, European Union law, international economic and international comparative law. Among them are two individual monographs, sections in twelve collective monographs, a teaching aid, two textbooks (co-authored, recommended by the Ministry of Education and Science of Ukraine). In the sphere of public activity, he held the position of Chairman of the Scientific Expert Council of the National Commission implementing state regulation in the sphere of communications and informatization, was a member of the Scientific Advisory Council of the Supreme Economic Court of Ukraine. Currently, he is a member of the Scientific Advisory Council of the Supreme Court, a member of the Working Group on Legal Issues under the Committee of Entrepreneurs in the Sphere of Foreign Economic Activity under the Chamber of Commerce and Industry of Ukraine, a member of the Committee on Electronic Communications under the Chamber of Commerce and Industry of Ukraine, a member of the Union of Lawyers of Ukraine.
