Fedir Shulzenko received his higher legal education from the National Academy of Internal Affairs of Ukraine. In 1971–1987, he worked in the operational units of the Ministry of Internal Affairs. He began his service as an inspector of the Criminal Investigation Department of the Department of Internal Affairs of Kyiv, headed various operational units in this department, and graduated as Deputy Chief for Operational Work of the Main Department of Internal Affairs in Kyiv. During his service, he was awarded a number of medals. Colonel of the Internal Service, Honored Worker of Education of Ukraine, Honorary Member of the Union of Lawyers of Ukraine. From 1987 to 1991, he worked as a teacher. He worked at the Kyiv Institute of the National Academy of Internal Affairs of Ukraine. From 1992 to 1997, he was an associate professor, and then a professor of the Department of General Legal Disciplines at the Kyiv Institute of the National Academy of Internal Affairs; from November 1997, – Head of the Department of Constitutional Legislation at the Institute of Legislation of the Verkhovna Rada of Ukraine, and since July 1998 – Deputy Director for Scientific Work of this Institute and part-time Head of the Department of Law of the Vadym Hetman Kyiv National Economic University. Since April 2000, he has been working permanently at the Kyiv National Economic University as Head of the Department of Law (which was later renamed the Department of Theoretical Jurisprudence). In 1990, at the G.S. Skovoroda Institute of Philosophy of the NAS of Ukraine, he defended his PhD thesis (Candidate of Philosophical Sciences), in which he investigated the peculiarities of the political and legal consciousness of employees of state security agencies in the conditions of transformational changes in society. In 2009, at the I.F. Kuras of the NAS of Ukraine defended his doctoral dissertation on the topic: “Socio-legal state: essence, problems of political modernization” (Doctor of Political Sciences). Fedir Shulzenko was awarded the distinction of the Ministry of Education and Science of Ukraine “For scientific achievements”. Honored Worker of Education of Ukraine, Deputy Chairman of the Academic Council of the University, Member of the Specialized Academic Council D 26.006.09 for obtaining the scientific degree of Doctor (Candidate) of Legal Sciences in the specialty 12.00.07, Honorary Member of the Union of Lawyers of Ukraine, Member of the National Union of Journalists of Ukraine. Teaches the academic discipline “Theory of Law”, “Theory of State and Law”, “History of Legal Doctrines”, researches problems of philosophy of law, legal support of modernization processes of civil society and its institutions. |
