- Assisting structural units in the selection and placement of academic, teaching, administrative, and commercial personnel. - Ensuring compliance with the principles of recruitment of personnel for their professional and business qualities in all units of the University, implementation of orders and instructions of the Ministry of Education and Science of Ukraine and the Rector of the University related to the recruitment and placement of personnel. - Registration of hiring, transfer, relocation, and dismissal of employees, accounting for employee vacations and control over their provision. - Organization of personnel records of the University of all categories of employees in accordance with the procedure established by applicable regulations and forms of personnel reporting. - Documentation of labour relations and social security issues. - Ensuring compliance with labour laws. - The Human Resources Department of the University organizes and conducts work with students of all forms of study, maintains a database of the University’s student population and is responsible for storing students’ personal files. - Cooperation with the University Admissions Commission during the admission campaign. - Providing timely and accurate information in response to letters and inquiries received by the Department.
MAIN FUNCTIONS OF THE HUMAN RESOURCES DEPARTMENT
- Together with the heads of structural units, the Department recruits and deploys academic, administrative, and support personnel. - Ensures compliance with the principles of recruitment of personnel for their professional and business qualities in all units of the University, implementation of orders and instructions of the Ministry of Education and Science of Ukraine and the Rector of the University related to the recruitment and placement of personnel. - Executes documents for admission, transfer, relocation, and dismissal of employees of the University of all categories. - Within its competence, participates in the development of the University’s structure and staffing list together with the accounting and financial and economic departments, and oversees the development of job descriptions in structural units. - Maintains and completes personal files of employees of all categories and students of the University and enters the necessary information into databases and software operating at the University. - Carries out work related to filling out, recording and storing employment records, personal files, and personal cards of employees. - Executes and, if necessary, issues extracts from employees’ work record books on their work experience. - Supervises the preparation of vacation schedules for all categories of employees and monitors their compliance. - Draws up and issues certificates from the employee’s place of work, and issues temporary disability certificates. - Submits draft orders on the personnel of the University and on other issues related to the powers of the Department and the activities of the University. - Keeps records of total and continuous service of employees in case of temporary disability and retirement. - Together with structural units, keeps records of employees’ length of service to determine bonuses and surcharges. - Prepares documents for the approval of employees, which, in accordance with the law, must be approved by the Ministry of Education and Science of Ukraine. - Ensures the maintenance of personal and statistical records of all categories of employees and students of the University in accordance with the established forms. - Maintains the established reporting and accounting documentation, prepares state statistical reports on personnel issues, analyzes the quality of the academic personnel; - Participates in the work of the competition commission and the commission for certification of categories of employees, in accordance with the list determined by the order of the Ministry of Education and Science of Ukraine. - Prepares and submits statistical reports on issues within the competence of the Department in accordance with the established procedure. - Ensures that students’ personal files are completed and maintained in accordance with the current legislation, methodological materials and the Instruction on Record Keeping. - Ensures the preparation and sending of personal files of University students to other higher education institutions in accordance with the requirements of the law and orders of the University. - Keeps records of documents on secondary and vocational education and students’ work books, ensures their safety. - Ensures acceptance of academic records of graduates and expelled students from the relevant faculties and educational and research institutes under transfer certificates after the expiration of their storage period at the faculty/educational and research institute. - Maintains the archive of students’ personal files, prepares and transfers completed personal files of students and other documentation under transfer certificates to the university archive after the expiration of the established terms of current storage. - Certifies copies of diplomas of students who have completed their studies at the University. - Ensures the registration of orders of the faculties and educational and research institutes of the University on the student body and their distribution to the relevant units. - Prepares documents for encouraging and rewarding employees, maintains relevant records; - Ensures that employees are familiarized with the University’s Internal Code of Conduct. - Within its competence, takes measures to ensure labour discipline, draws up materials on its violators for imposing disciplinary sanctions on them.
