Supervisory Council

The Supervisory Council plays an important role in academic, teaching, educational and partnership activities of the university with foreign institutions, as well as in the accession to the Bologna Process.The Supervisory Council was established with Resolution of the Cabinet of Ministers of Ukraine No. 1022 of July 6, 1998.

The Charter of the Supervisory Council of Kyiv National Economics University was approved with Decision of the Supervisory Council of Kyiv National Economics University on July 3, 2007.

The Ministry of Education and Science of Ukraine issued Order No. 829 of December 18, 2006, "On Approval of the New Membership of the Supervisory Council of Kyiv National Economics University":

The Supervisory Council ensures the performance of functions of a national-level establishment by the University and controls its activities on the basis of principles of autonomy, self-government and interaction with state authorities of Ukraine and other organisations.

The Supervisory Council exercises its activities by focusing efforts of Council members, the Ministry of Education and Science of Ukraine and other state authorities, managers and employees of the University on creating conditions for the successful operation and the ongoing support to the continued development of the University as a modern higher education national-level institution to secure the high level of development of the domestic education and economic science integrated into the international education system.

The Supervisory Council makes its decisions on the basis of results of the control exercised thereby and the information obtained from the University and ministries (agencies) on the basis of mutual support.

Decisions of the Supervisory Council are binding upon all units of the university and are taken into consideration by appropriate state authorities for the control purposes.

The Supervisory Council shall:

  • consider and endorse the academic, scientific and financial strategies and prospects of the further development of the University;
  • analyse activities of managing bodies of the University in respect of the creation of conditions for the development of the scientific and academic personnel and academic schools established thereby toward the nationally or internationally recognised level of the professional qualification;
  • assess the level of research activities in respect of the development and the practical implementation of the most important state programmes in the field of economy;
  • qualify the work of the University, specific units or managers thereof in respect of the assurance of the national or international recognition of its performance, and the substantiated submission of proposals to the Rector in respect of structural or personal changes as a result of this work;
  • carry out the preliminary review and endorsement of the establishment of the modern asset base of the University and the development of its social infrastructure;
  • propose changes to the University Charter to the Employee Team Conference, and make proposals on other issues falling within the competence of the Conference;
  • supervise the compliance of the University with provisions of the current legislation and its Charter, and the performance of decisions of legislative and executive agencies;
  • support the approval of specific decisions or resolutions (instructions) by the Cabinet of Ministers of Ukraine in accordance with the established procedure;
  • submit appropriate petitions and proposals to state authorities;
  • provide sponsorship aid on the initiative of chief executive officers of enterprises and organisations being members of the Supervisory Council;
  • monitor compliance with provisions of the Magna Charta Universitatum in the field of the assurance of the human right to education;
  • make a motivated proposal on the election or the extension of powers of the Rector of the University to the Employee Team Conference.

The Rector, members of the Rector's Office, heads of other structural units of the University, as well as members of the Supervisory Council may be provided with pecuniary incentives by decision of the Supervisory Council. The incentives are provided mainly at the expense of extra-budgetary funds.
