We assume from the hypothesisabout interchangeability of the goods, which received by households through the budgetary andcommercial sectors of education. For empirically testing of this hypothesis, the article examines thefunctional relationship between the rate of extension of the budgetary education sector resourceprovision (as a factor) and the demand of households for the goods, supplied by the commercialsector of this industry (as a dependent value). For investigating such a functional dependence, the article evaluates the parameters of thefunction, where the dependent variable is the basic growth rate of real consumption of goods, whichis provided to Ukrainian households by the commercial sector of education. Factor variables are thebasic growth rates of real resources of the commercial and budgetary sectors of the Ukrainianeducational industry. According to the logic of setting, this model is similar to the Working model, but does not provide a logarithmic form of the representation of the factor variables. The latter ispredetermined by that fact, that both explanatory and dependent variables are expressed as growthrates, which significantly increases the likelihood of the hypothesis about linear nature of theconnection between variables and the stability in time of absolute increments of the dependentvariable value.
